  1. Suppose the decommissioning fund is short in covering the costs to disassemble and clean up the site. Who would foot the bill? Can the NRC require Entergy to allocate capital from other assets into the fund? Moreover, how would the PSB view the spin off in light of the Senate’s decision? If Entergy gained approval to spin off VY, would Enexus be solely responsible in compensating for the shortage in the decommissioning fund?
